COVID Update

The Authority has resumed normal business operations and our offices are open during normal business hours.  However, masks are still required for ALL visitors to any Authority office.

Housing Authority 2023 Annual Plan

The Housing Authority's Five Year Plan for fiscal years 2023 - 2027 has been prepared and a draft is available for download by clicking here. The Plan includes the 2023 proposed annual and five-year projected Capital Fund Program (CFP) budgets, as well as the Annual Performance and Evaluation Reports for all open CFP funding years. Also included are the proposed flat rent amounts for the Public Housing Program and various regulatory changes to the Public Housing Admissions & Occupancy Policy and Section 8 Administrative Plan. 

A public hearing on the Plan will be held at 1220 Mifflin Street on April 12, 2023 at 1:45pm. Any resident, participant, or member of the public may participate in the public hearing. Written comments will be accepted until the date of the hearing and may be sent to the attention of Karen Raugh, Executive Director, Lebanon County Housing Authority, PO Box 420, Lebanon, PA 17042. 

 

Land Bank, Housing & Redevelopment Authority Board Meetings

The Boards of Directors of the City of Lebanon Land Bank and the Housing and Redevelopment Authorities will meet on Wednesday, March 8, 2023, beginning with the Land Bank at 2pm. The meetings will be held via Zoom teleconference and at 1220 Mifflin Street. The Zoom details and the full agendas will be available for download here at least 24 hours in advance of the meetings. 

 

Housing & Redevelopment Authorities 2023 Board Meeting Dates

The Lebanon County Redevelopment Authority and the Lebanon County Housing Authority Boards will meet on the following dates in 2023: January 11, February 8, March 8, April 12, May 10, June 14 (annual meeting), July 12 (if necessary), August 9 (if necessary), September 13, October 11, November 8, and December 13 (if necessary). The Redevelopment meeting begins at 3:00 PM, with the Housing Authority meeting following at approximately 3:30 PM. 

These meetings are held at 1220 Mifflin Street, Lebanon, PA 17046 and are open to the public. There will continue to be a Zoom teleconference option for those who would like to attend electronically. Members of the public may participate in the meeting via Zoom either by using a web browser or by telephone. Weblinks and telephone numbers for meeting access will be posted in this area of this site (top paragraph of this section) at least 24 hours before each meeting.

 

Lebanon County Stormwater Consortium

The Governing Body of the Lebanon County Stormwater Consortium will meet next on February 21, 2023 at 10am at the North Lebanon Township building and via Zoom teleconference. The Zoom details may be found on the agenda, available for download here. A repository of meeting agendas and minutes can be found in the Document Library section of this site. 

The 2023 meeting dates for the Consortium are the following: January 17, February 21, March 21, April 18, May 9, June 20, July 18, August 15 (annual meeting), September 19, October 17, November 21, and December 19. 

The meetings are held at the North Lebanon Township Building and via Zoom, and are accessible to persons with disabilities. If special accommodations are needed or for Zoom details, please call 717-274-1401 x133.

The Redevelopment Authority serves as the administrator of the Lebanon County Stormwater Consortium. It holds a non-voting position on the Consortium's Governing Body. Right to Know Law requests concerning the Lebanon County Stormwater Consortium should be sent to Karen Raugh, Executive Director of the Redevelopment Authority, at kraugh@lcha.com or by mail to PO Box 2005, Cleona, PA 17042.

City of Lebanon Land Bank - 2023 Meeting Dates

The following are the regular monthly meeting dates for the City of Lebanon Land Bank for 2023: January 11, February 8, March 8, April 12, May 10, June 14, July 12 (if necessary), August 9 (if necessary), September 13, October 11, November 8, and December 13 (if necessary). Section 8 Lottery Drawings

Section 8 lottery drawings are suspended.  The Authority's Section 8 waiting list will close on August 13, 2021 to allow for reorganization of the list based on revised preferences adopted in the Authority's 2021 Annual Plan.  Once the waiting list is reorganized, selection from the waiting list will be based on date and time of application base on qualifying preferences.

Bid Information

The Redevelopment Authority will accept proposals to provide Housing Inspection Services in connection with the Whole-Home Repairs Program, First-Time Homebuyer Program, Housing Rehabilitation Program, and related programs until 2pm on April 6, 2023, at the Redevelopment Authority office at 137 W Penn Avenue, Cleona, PA 17042. Detailed information as to the specific services requested and required contents of the proposal is set forth in RFP #23-1 available for download on the Bid Information page of this site. 

 

The Redevelopment Authority will accept bids for roadway improvements on West Church Street in Annville Township until 2pm on March 29, 2023 and for ADA curb ramp construction on South Railroad Street in Myerstown until 2pm on April 5, 2023, at the office of the Authority at 137 W Penn Avenue, Cleona, PA 17042. The Housing Authority of the County of Lebanon received sealed proposals for a qualified firm to perform a Physical Needs Assessment (PNA) and Energy Audit (EA) for 403 Public Housing dwellings in Lebanon County, Pennsylvania. The highest ranked and successful proposer was BBG Assessments, LLC. 

The Redevelopment Authority opened bids for Reconstruction of East Blackberry Street in Jonestown and for Stormwater Improvements in Avon, South Lebanon on Tuesday, May 31, 2022. The bid results may be downloaded on the Bid Information page of this site.

The Housing Authority received bids for asbestos abatement at our Gloninger Meadows development on June 7th. The bid tabulation can be downloaded on the Bid Information page of this site.

The Housing Authority received sealed bids for interior renovations of up to twenty three (23) town homes at our Gloninger Meadows development, located in the 2100 block of Center Street, North Cornwall Township.
