COVID Update

The Authority has resumed normal business operations and our offices are open during normal business hours.  However, masks are still required for ALL visitors to any Authority office.

Section 8 Waiting List

NOTICE – CLOSING OF SECTION 8 VOUCHER WAITING LIST

 

The Lebanon County Housing Authority is announcing the closing of the waiting list for the Section 8 Housing Choice Voucher Program.  The waiting list will close at 12 noon on August 13, 2021.

Our goal is to have a viable waiting list in which applicants have a reasonable opportunity to receive housing assistance.  At the current time our waiting list has grown to the extent that additional applications can no longer be supported.

When the waiting list is reopened the Authority will place a notice on the Authority’s website www.lebanoncountyhousing.com, local newspapers, other media outlets and social service agencies.  The public notice will provide instructions on the opening of the waiting list, when to apply, where to apply and how to apply.

 

 

 

AVISO - CIERRE DE LA LISTA DE ESPERA PARA LA SECCIÓN 8

 

La Autoridad de Vivienda del Condado de Lebanon anuncia el cierre de la lista de espera para el Programa de Vales de Elección de Vivienda de la Sección 8. La lista de espera se cerrará a las 12 del mediodía del 13 de agosto de 2021.

Nuestro objetivo es tener una lista de espera viable en la que los solicitantes tengan una oportunidad razonable de recibir asistencia para la vivienda. En el momento actual, nuestra lista de espera ha crecido hasta el punto de que ya no se pueden admitir solicitudes adicionales.

Cuando se reabra la lista de espera, la Autoridad colocará un aviso en el sitio web de la Autoridad www.lebanoncountyhousing.com, en los periódicos locales, otros medios de comunicación y agencias de servicios sociales. Land Bank, Housing & Redevelopment Authority Board Meetings

The Boards of Directors of the City of Lebanon Land Bank and the Housing and Redevelopment Authorities will meet on Wednesday, June 29, 2022, beginning with the Land Bank at 2pm. The meetings will be held via Zoom teleconference. The Zoom details and the full agendas will be available for download here at least 24 hours in advance of the meeting.

 

 

 

Housing Authority Elevator Replacement

The Housing Authority of the County of Lebanon opened bids for replacement of two elevators at Stevents Towers, located at 930 Willow Street, Lebanon, PA on November 3, 2021 at the Authority's adminstrative offices; click here to download the bid tabulation.

 

Public Housing Annual Plan

The Housing Authority's draft 2022 Annual Plan is available for review. A copy of the Plan can be found in the Annual Reports section of this website.  A virtual Pubic Hearing regarding the draft annual plan will be held on April 13, 2022 at 4:00 PM.  Interested parties may particpate in the hearing by calling 551-240-6364.  Individuals utilzing a TDD my join by calling 800-545-1833 x 826 and providing the operator with the above call in number.

 

Housing & Redevelopment Authorities Board 2022 Meeting Dates

The Lebanon County Redevelopment Authority and the Lebanon County Housing Authority Boards will meet on the following dates in 2022: January 12, February 9, March 9, April 13, May 11, June 29 (annual meeting), July 13 (if necessary), August 10 (if necessary), September 14, October 12, November 9, and December 14 (if necessary). The Redevelopment meeting begins at 3:00 PM, with the Housing Authority meeting following at approximately 3:30 PM. 

Due to COVID-19, most meetings in 2022 will likely be held electronically. Members of the public may participate in the meeting either by using a web browser or by telephone. Weblinks and telephone numbers for meeting access will be posted in this area of this site (top paragraph of this section) at least 24 hours before each meeting.

 

Lebanon County Stormwater Consortium

The Governing Body of the Lebanon County Stormwater Consortium will meet next on June 21, 2022 at 10am at the North Lebanon Township building and via Zoom teleconference. The Zoom details may be found on the agenda, which will be available for download here 24 hours before the meeting. A repository of meeting agendas and minutes can be found in the Document Library section of this site. The remaining meeting dates for 2022 are: June 21, July 19, August 16 (annual meeting), September 20, October 18, November 15, and December 20.

The Redevelopment Authority serves as the administrator of the Lebanon County Stormwater Consortium. It holds a non-voting position on the Consortium's Governing Body. Right to Know Law requests concerning the Lebanon County Stormwater Consortium should be sent to Karen Raugh, Executive Director of the Redevelopment Authority, at kraugh@lcha.com or by mail to PO Box 2005, Cleona, PA 17042.

The Redevelopment Authority has made the Lebanon County Stormwater Consortium's Regional Joint Pollutant Reduction Plan (PRP) available through an external link because of the file size. Please click here to download the 341MB PDF file.

The Governing Body of the Lebanon County Stormwater Consortium will hold its regular monthly meetings on the third Tuesday of each month at 10 AM at the Northern Lebanon Township Building and via Zoom.

City of Lebanon Land Bank - 2022 Meeting Dates

The following are the regular monthly dates for the City of Lebanon Land Bank for 2022: January 12, February 9, March 9, April 13, May 11, June 29, July 13 (if necessary), August 10 (if necessary), September 14, October 12, November 9, and December 14 (if necessary). The Land Bank meetings begin at 2 PM, except for the December meeting, which starts at 3 PM. All meetings are via Zoom until further notice. For Zoom details, please call 717-274-1401 x133.

 

Section 8 Lottery Drawings

Section 8 lottery drawings are suspended.  The Authority's Section 8 waiting list will close on August 13, 2021 to allow for reorganization of the list based on revised preferences adopted in the Authority's 2021 Annual Plan.  Once the waiting list is reorganized, selection from the waiting list will be based on date and time of application base on qualifying preferences.

Bid Information

The Redevelopment Authority will receive bids for Street Improvements on East Blackberry Street in Jonestown Borough and for Stormwater Improvements in Avon, South Lebanon Township until 2pm on May 31, 2022 at the Authority's off at 137 W Penn Avenue, Cleona, PA 17042.

Bids are invited for the following contracts:

C-5-22-SLT Avon Stormwater Improvements, South Lebanon

C-5-22-JB Street Reconstruction, East Blackberry Street, Jonestown

There will be a non-mandatory pre-bid conference for the Avon Stormwater project held at the South Lebanon Township Building at 1800 S 5th Avenue, Lebanon, PA 17042 at 8am on Thursday, May 19, 2022.

The Housing Authority will receive bids for asbestos abatement at our Gloninger Meadows development until 2pm on June 7th. Bids will be received and opened at 137 W Penn Avenue, Cleona, PA 17042. The bid book can be downloaded on the Bid Information page of this site.

The Housing Authority will receive sealed bids for interior renovations of up to twenty three (23) town homes at our Gloninger Meadows development, located in the 2100 block of Center Street, North Cornwall Township. The full text of the Invitation for Bids may be downloaded by clicking here. The project manual/bid book is available for download in the Bid Information section of this website. The anticipated bid opening date of March 22 has been extended, pending resolution of various supply chain issues.
